
KIGALI, RWANDA – June 22, 2026 — This Monday Rwanda Energy Group (REG) officially welcomed a delegation of 17 legal, governance, and human resource experts from the Eastern Africa Power Pool (EAPP). The delegation has convened in Kigali for a two-week working mission aimed at strengthening the institutional and legal frameworks governing regional energy cooperation.
Guided by directives from the EAPP Council of Ministers and the Steering Committee, the intensive two-week meeting will focus on:
• Aligning the Inter-Governmental Memorandum of Understanding (MoU) with organizational bylaws.
• Reviewing and updating the rules of procedure for various EAPP committees.
• Modernizing and updating the EAPP staff rules and regulations.
Driving Regional Energy Integration.
The EAPP is a regional intergovernmental organization dedicated to fostering power generation and interconnection projects across Eastern Africa. By serving as a collaborative platform for the electricity sector, the EAPP facilitates cross-border power trade, strengthens energy security, optimizes resource utilization, and drives economic development throughout the region.
The pool brings together key national utilities, transmission companies, and energy institutions from 13 member states, including Burundi, DRC, Djibouti, Egypt, Ethiopia, Kenya, Libya, Rwanda, Somalia, South Sudan, Sudan, Tanzania, and Uganda.
Rwanda’s Strategic Role
As an active member through the utility, EUCL plays a pivotal role in EAPP’s governance structures and technical committees, consistently driving initiatives that enhance electricity access, reliability, and affordability for Rwandans and the wider region.
Hosting this committee meeting provides a significant opportunity for REG to elevate its regional profile and contribute directly to EAPP's institutional development.
