CLIENT: ENERGY UTILITY CORPORATION LIMITED (EUCL)

 

1.    The Energy Utility Corporation Limited (EUCL) hereby invites national and international sealed bids from eligible bidders for the SUPPLY OF TWO (2) CABLE FAULT LOCATORS AND TESTING VANSas indicated in detail in the statement of Requirements.

2.    Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the Procurement User Manual of REG as updated today. The tender comprise one lot and the participation to the competition is open on equal conditions to all companies specialized in the field, that meet the following minimum qualification criteria:

·    Companies with registration for Supplying Electrical Equipment are eligible for bidding.

·    Average Annual Turnover: The Bidder should demonstrate a minimum average annual turnover of twice the bid prices, within the last three (3) years.

·    Financial Performance: Submission of certified audited balance sheets, for the last three (3) years to demonstrate the current soundness of the applicants financial position and its prospective long term profitability.

The following financial ratios should be accomplished:

·Current ratio (current assets / current liabilities) >= 1.0

·Debt Ratio (Total Debt / Total Assets) <= 0.90

·    The Bidder should have completed two (2) successful contracts of similar scope and value to the offered goods executed in the last three (3) years supported by copies of delivery notes, signed copy of contracts and certificates of satisfactory completion from previous Employers. Local Counterpart  in Peat  (1)

·        Follow-up and report on the implementation of peat supply agreement on a daily basis

·        Provide to the Head of PMP unit technical advice on issues affecting the peat mining projects, including work progress, budgets and costs, and propose mitigation measures;

·        When required by EWSA, provide assistance to the peat to power projects for any matter related to the peat resource assessment and peat mining projects, including but not limited to studies, field and laboratory work, etc.

·        Ensure that project execution complies with project agreements, including peat supply agreements, concession agreement and PPA where applicable and follow-up accepted national and international standards.

 

·        University degree in the field of Geology, Mining engineering, Chemistry, Applied Physics or other related fields;

·        Knowledge and experience of at least 3 years in the area of peat

·        Superior written and oral communication skills in English and French

·        Must be self-motivated and display common sense of good work ethic, initiative and good project monitor

International Expert  in Peat  (1)

·        Identify technical documents and materials necessary for day-to-day work of peat and thermal power development in EWSA, and support the manager to establish  and maintain a database by staff members;

·        Investigate present usage of peat, and assess the  quality and quantity requirements for power plants, and advise on health, social and environmental considerations together with other staff members;

·        Provide on a day-to-day basis support to the Unit in project identification, preparation, planning and implementation, as well as construction supervision, testing and commissioning;

·        (h)   Whenever required, participate in technical meetings with Government Stakeholders and EWSA in relation to the peat mining and thermal plants projects

·        A university master degree in mechanical engineering, power engineering or equivalent area of specialty,

·        A minimum of 10 years with practical experience in thermal power engineering at mid-senior management level..

·        Familiarity with peat resources assessment, bogs preparation and peat mining technology.

·        A good understanding of Project Management and finance would be an advantage.

·        Take a proactive project management and leadership role 

·        Ability to work on a tight schedule

·        Flexibility to travel upcountry  and abroad,

·        Ability to work in a team with local counterpart staff members to build their capacity,

·        Strong presentation skills and comfort with the use of Microsoft office products,

·        Good communication skills in English
